No, they were not slaves...yes they were responsible for the building of Rameses. ( Pi-Ramses ) It was Avaris until it was re-named by Rameses II. It was known as the city of Rameses during the writing of the bible which was looking back a few centuries to the expulsion (exodus) of the Hyksos.
